Perhaps it was her brief but complete explanation of this in response to questions from Mr. Jason Krentler at the beginning of meeting about getting answers on Gunn Rd. paving plans.

If you don’t like his answer, you then appeal to the Board, Follow their guidance for comments below. Follow especially the 7th dot. Tell them you talked to the Manager. He can’t or won’t do what you want and you are appealling to the Board. Be specific about what you want done.
