See a link below to 1161 page PDF manual “Manual of Unform Traffic Control Devices – MUTCD”. This federal manual is used by all states (sometimes with slight modification, as the basis for setting speed limits, placing signs, deciding if a traffic light is warranted. It is quite daunting. I’m trying to see what it says about a traffic light at Orion and Collins. Traffic lights starts on page 651 which is sheet 671.
