The criteria for putting up a traffic light are shown in MUTCD, pages 649-665. This is the federal manual called Manual of Uniform Traffic Control Devices. See a link to it at this link:

I had the impression that was cut and dried. You had to meet one or more of the criteria, called “warrants” listed on page 651, Section 4C.01 and then described in detail.

However, the manual says on page that an engineering study trumps “warrants” and a light could be installed with no warrants met.

I am currently studying this manual to see if I can show a traffic light is needed at Orion and Collins.
